The perpetrators, who were primarily white individuals and institutions, wanted to maintain social and economic control over African Americans and preserve the racial hierarchy. They aimed to achieve racial separation and maintain white dominance by enforcing laws and policies that restricted the rights and opportunities of African Americans. This discrimination was rooted in prejudice and a desire to maintain power and privilege.
