(a) If the tap fills 1/10 of the container in 1 minute, it will take 10 minutes to fill the whole container. Therefore, to fill 1/2 of the container, it will take half of this time, which is 5 minutes.
(b) If the oil flows thrice as fast, it will fill the container three times quicker. So, it will take 10/3 minutes to fill the whole container. Therefore, to fill 3/5 of the container, it will take (3/5)*(10/3) = 2 minutes.
