The World Trade Organization (WTO) provides two main procedures for resolving disputes between countries.

  1. The first method is to request the WTO Council to appoint a "panel" to adjudicate the dispute. This is a formal process where a panel of experts is appointed to hear the dispute. The panel reviews the evidence and arguments presented by the disputing parties and then makes a ruling. The panel's decision can be appealed to the WTO's Appellate Body.

  2. The second method is a consultation and, if necessary, conciliation procedure. This is essentially a diplomatic solution where the disputing parties engage in discussions to try and resolve their issues. If these discussions do not resolve the dispute, the matter can be referred to conciliation. In conciliation, a third party helps the disputing parties to reach a mutually acceptable solution.

The other options mentioned, such as referring the dispute to the Free Trade Commission for settlement, submitting to the International Compensation Board, or turning over the matter to the International Mediation Review Board, are not procedures provided by the WTO for dispute resolution.
