As the light passes through these different layers, it bends and refracts, or changes direction and speed. This refraction results in the starlight reaching us from multiple paths and at slightly different times. This is what causes stars to appear to twinkle.

However, planets in our solar system are much closer to us than the stars. Because of this, the light from planets appears as a small disk, rather than a single point of light like a distant star.

The light from the edges of these disks can also refract as it passes through Earth's atmosphere. But because the disk is a larger source of light, the different refracted rays from its edges tend to average out and the overall effect of twinkling is minimized.
