Solution

The responsibilities of each vessel following the rules, often referred to as the "Rules of the Road" or navigation rules, are as follows:

  1. Maintain a Proper Lookout: Every vessel must at all times maintain a proper lookout by sight and hearing as well as by all available means appropriate in the prevailing circumstances and conditions so as to make a full appraisal of the situation and of the risk of collision.

  2. Safe Speed: Every vessel must at all times proceed at a safe speed so that she can take proper and effective action to avoid collision and be stopped within a distance appropriate to the prevailing circumstances and conditions.

  3. Risk of Collision: Every vessel must use all available means appropriate to the prevailing circumstances and conditions to determine if risk of collision exists. If there is any doubt, such risk shall be deemed to exist.

  4. Actions to Avoid Collision: When a risk of collision exists, every vessel must, so far as possible, take action which is positive, made in ample time and with due regard to the observance of good seamanship, to avoid collision.

  5. Narrow Channels: In narrow channels, every vessel must keep as near to the outer limit of the channel which lies on her starboard side as is safe and practicable.

  6. Traffic Separation Schemes: A vessel using a traffic separation scheme must proceed in the appropriate traffic lane and follow the general direction of traffic flow for that lane.

  7. Responsibilities between Vessels: When two vessels are crossing so as to involve risk of collision, the vessel which has the other on her own starboard side must keep out of the way and avoid crossing ahead of the other vessel.

These are general rules and responsibilities, and there may be additional rules depending on the specific circumstances and local regulations.
