Solution

Step 1: Determine the rate at which each pipe can fill the cistern.

Pipe P can fill the cistern in 15 minutes, so it fills 1/15 of the cistern per minute. Pipe Q can fill the cistern in 20 minutes, so it fills 1/20 of the cistern per minute.

Step 2: Determine the rate at which the pipes can fill the cistern together.

When P and Q work together, they can fill 1/15 + 1/20 = 7/60 of the cistern per minute.

Step 3: Determine how long it takes to fill the cistern when Q is used for half the time and P and Q fill it together for the other half.

If Q is used for half the time, it fills 1/20 * (1/2) = 1/40 of the cistern. If P and Q fill it together for the other half of the time, they fill 7/60 * (1/2) = 7/120 of the cistern.

Adding these two fractions together, we get 1/40 + 7/120 = 9/120 = 3/40 of the cistern filled per minute.

Therefore, it will take 40/3 = 13.33 minutes to fill the cistern from an empty state if Q is used for half the time and P and Q fill it together for the other half.
