(a) The total number of people who smoke is the sum of those who smoke and exercise regularly and those who smoke and do not exercise regularly. This is 3 + 21 = 24 people. The percentage of people who smoke is therefore (24/100) * 100% = 24%.

(b) The total number of people who exercise regularly is the sum of those who smoke and exercise regularly and those who do not smoke and exercise regularly. This is 3 + 19 = 22 people. The percentage of people who exercise regularly is therefore (22/100) * 100% = 22%.
