Solution

Here is the procedure in PL/SQL:

CREATE OR REPLACE PROCEDURE insertMeter (
  meter_number IN VARCHAR2,
  building_id IN INT
) AS 
  new_id INT;
BEGIN
  SELECT COUNT(*) + 1 INTO new_id FROM meter;

  INSERT INTO meter (id, meter_number, building_id)
  VALUES (new_id, meter_number, building_id);

  COMMIT;
EXCEPTION
  WHEN OTHERS THEN
    ROLLBACK;
    RAISE;
END insertMeter;

This procedure first counts the number of records in the meter table and adds 1 to it to generate a new id. Then it inserts a new record into the meter table with the new id, the meter_number and building_id passed as parameters. If any error occurs during the execution, it rolls back the transaction and raises the exception.
