After World War I, Ottoman territory in the Middle East was divided between Britain and France through the mandate system. This was part of the secret Sykes-Picot Agreement of 1916 between Britain and France, with the assent of Russia. The agreement effectively handed over control of Syria, Lebanon and Turkish Cilicia to the French and Palestine, Jordan and areas around the Persian Gulf and Baghdad to the British. While the Republic of Turkey did gain its independence after the war, it did not take control of the region. The policy of self-determination was not broadly applied in the Middle East, and Bolshevik Russia did not occupy the territory after winning a war against Britain and France.
